On January 31, 1966, former County Judge Archie McComb, right, received northeastern Wisconsin's first Medicare registration card from John Isham, Social Security District Manager in Green Bay. At the national level, former President Harry Truman and his wife were the first recipients of the Medicare card in recognition of the former president's 1945 national health insurance proposal.
